In practice, that means they carry unique numbering, clear markings, and a breaking strength that makes them impossible to open by hand. In many situations, using these seals is mandatory, for example in intercontinental container transport, transport under customs supervision, and shipments of valuable or sensitive goods. Programmes such as C-TPAT and ISPS also require the use of certified container seals. Without the right seal, a shipment can face delays, or even be refused.
