For government bodies, sealing is used to establish whether archives, ballot boxes and sensitive documents have been opened without authorization. This includes ballot boxes sealed with a numbered seal on election day, where the number is recorded at every handover and checked again on arrival, and boxes of ballot papers that must be kept securely stored for three months under Dutch electoral law. Because each seal carries a unique, sequential number, it's possible to check at any point in the chain whether the contents have remained undisturbed since sealing.
